In response to terrorist attacks on 9/11/2001, the United States Congress passed the Maritime Transportation Security Act (MTSA) of 2002. MTSA directs waterfront facilities to comply with 33 CFR, Part 105. This regulation mandates that facilities undergo a vulnerability assessment and implement and maintain a Facility Security Plan (FSP). In addition, the Facility Security Officer (FSO) must address physical security and conduct security exercises annually.
